Update README to be consumer agnostic

Arran Walker requested to merge consumer-agnostic into main

This removes the mention of GitLab-Runner from the readme, to make it clearer that fleeting and its plugins are consumer agnostic, and Runner is not a dependency.

This changes the focus to be about the plugin's configuration it exposes and the fleeting connector behaviour and defaults.

Consumers should document how to pass along fleeting configuration and how each plugin can provide connector defaults.
