Skip maintainers from Distribution 1st reviews

João Alexandre Cunha requested to merge push-revies-only-to-distribution-reviewers-and-trainees into main

Distribution does not have many maintainers for their projects, and the maintainers are also very busy. Additionally, most of our projects follow the pattern of requiring 2 approvals.

To avoid having maintainers being a bottleneck in our approval workflow, we prefer to have the 1st review being done by reviewers and trainees.

Edit: additionally, I'm also adding trainee_maintainer, to some projects that we forgot to enabled it.
