Fix grouping for chef

This MR

  1. Fixes our grouping for chef/acme by moving it into the acme group
  2. Removes the unused mixlib
  3. Changes our syntax to use the preferred matchFileNames instead of matchPaths combined with fileMatch

The dry-run on a specially downgraded version of omnibus shows that the groups are working as intended.
