CNG: Fix RUBYGEMS_VERSION and BUNDLER_VERSION location

These got moved on CNG as part of gitlab-org/build/CNG!1947 (merged)

They were moved because ci_files/variables.yml is our SSoT for versioning libs on CNG. We should keep all the versions there, and pass them forward to our Dockerfile builds.
