Remove Valerie Burton from Purchase Planning Template

Due to the recent Test Platform team reorganization, Test Engineering team SETs are now aligned to the stage level rather than the group level.

This MR removes myself (Valerie Burton) from the ~"group::purchase" planning issue template now that I am aligned to the Fulfillment stage and we have automated bug prioritization reports in place.
