Upgrade Ruby gitaly-proto to 1.5.0 to match Go version

The Go version was already vendored at 1.5.0, but the Ruby version was stuck on 1.3.0. This change saves a little disk space in Omnibus builds since we shouldn't need to ship two separate versions.
