Add GitLabs license management to Gitaly's CI

Zeger-Jan van de Weg requested to merge zj-add-license-check-to-ci into master

Last week I had to manually check a license, and I'd rather not do that anymore for anything else that uses that license. This seemed like a fair solution, and allows us to dogfood our own product.

For now it only works for our Go dependencies as there was an issue with setting up our Ruby gems.
