Add review process tips

This adds a list of opinionated and unproven tips/advice/rules for submitting MR's and reviewing them.

The goal of this is to make the review/acceptance process both more streamlined and more thorough. The main ideas are:

  • The contributor of a MR can win time in the overall review process by making their MR easier to review. This can be done by self-reviewing and by making sure you have a good title and description.
  • The reviewer should be prioritize what they comment on.
  • We want to avoid "review fatigue" and keep paying attention throughout the review process.
