Enable dependency scanning

Enables GitLab's dependency scanning job. This job checks dependencies for known vulnerabilities. For more information on dependency scanning, see https://docs.gitlab.com/ee/user/application_security/dependency_scanning/.

You can have a look at the dependency scanning findings reported on this MR to get an idea of how the results look:

Ruby gems are already supported, support for go modules is expected to land in 12.8.
