Remove Ruby RefService

Zeger-Jan van de Weg requested to merge zj-cleanup-ref-service into master

Because of the changes in the only client still using the CreateBranch, and DeleteBranch RPCs0, the Ruby part of the RefService could be removed. This change can't be merged before the 12.8 release has been release, and should end up in 12.9.
