Postgres service requires authentication option to start.

Postgres service used in praefect_sql_testjob requires authentication to be properly configured. As it is only a testing docker container authentication disabled for it.

The change is required because of update into the default
behaviour of the Postgres 9.6 image, please take a look at
Behaviour change between 9.5.20 and 9.5.21
