Custom hooks has a default directory under gitlab shell. Until we deprecate this default directory, we need to maintain this behavior on the go side: https://gitlab.com/gitlab-org/gitaly/-/blob/master/ruby/gitlab-shell/lib/gitlab_config.rb#L12
