Move gitlab shell hooks values under [hooks]

The values under [gitlab-shell] are really agnostic of gitlab-shell. They are better described as hook configs. the only value that is related to gitlab shell is the gitlab shell directory.

This MR moves these values under a new config block [hooks]. Since these values are not yet consumed, we can safely move these to a new config block.
