Only use version tags for version string

Paul Okstad (ex-GitLab) requested to merge po-git-describe-version into master

Restricts the tags used in the Gitaly and Praefect version strings to be ones that start with v. This should prevent undesired tags from being used in deployed versions of Gitaly.
