RFC: Data Loss and Recovery Strategy

Praefect needs to know which Gitaly nodes contain up to date version of a given repository for various tasks including reporting and distributing workload. The current approach is very simple and is prone to problems leading to misleading reporting and not being able to utilize all up to date nodes.

This RFC proposes augmenting the database with more accurate versioning information that solves the existing problems.
