Revert go_user_commit_files back to default off
This reverts commit 9fdabd06.
Gitaly's deployment is still failing due after enabling go_user_commit_files by default. This MR reverts the feature flag back to off by default. The feature flag is still enabled in production and staging and runs without issues as far as I can tell. There were other failures in the pipeline which appear to stem from problems usage patterns that are not present on production but only in the tests in the pipeline:
