Upgrade labkit-ruby to v0.15.0

This commit upgrades labkit-ruby to v0.15.0. The new version logs out the exceptions that fail an RPC.

Some exceptions raised by gRPC Ruby cause the RPC to fail without responding to the client. Logging these exceptions out helps us correlate failed RPC with these exceptions.
