Removal of config.Config from test code: EnableGitProtocolV2Support

The helper function EnableGitProtocolV2Support was changed to remove usage of the global variable config.Config.
As it is used in two packages smarthttp and ssh they are changed as well. Also some additional changes were done in the smarthttp test code.
