UserUpdateSubmodule: default to Go implementation

Zeger-Jan van de Weg requested to merge zj-default-on-updating-submodule into master

The RPC is implemented both in Ruby as well as Go, the latter is turned on for a while now on GitLab.com and thus should default to true before we remove the feature flag.

This change flips the default, to provide an escape hatch when deployed to customers.
