Remove UserCommitFiles' Ruby implementation

UserCommitFiles has been ported to Go and the feature flag has been removed. This commit cleans up and removes the Ruby implementation as it is no longer possible to enable it.

This needs to wait until 13.12 to be merged as the feature flag was only removed in 13.11: !3281 (comment 535394444)
