Remove config.Config from praefect info service

Pavlo Strokov requested to merge ps-rm-config-praefect-info into master

We are not dependent on the global config.Config var that is why we are free to switch to more realistic test setups: with two gitaly instances independent one from another. The change also includes option for the explicit gitaly service termination that helpful in some test cases.
