Replace NewTestGrpcServer with RunGitalyServer in praefect

It is a next iteration towards replacement of the old test setup code with the new implementation that relies more on the production code. The change also makes the test more realistic by running multiple gitaly instances instead of using multiple storages of the same instance.
The change removes TestServer and related functionality as all call were replaced with a new implementation.
