Log warnings for deprecated election strategies

Sami Hiltunen requested to merge smh-log-elector-deprecations into master

The local and sql election strategies have been deprecated in 13.12 in favor of per_repository and scheduled for removal in GitLab 14.0. The electors are already marked deprecated in the docs and Omnibus so let's add warning message to Praefect as well for the source installations.
