Update tooling for the new changelog workflow

Similar to gitlab!62012 (merged), this updates Gitaly's CI tooling for the new changelog workflow.

TODO (after tagging the release)

  • Set up push rule to prevent adding new YAML files
  • Rebase with master
  • Remove any left-over changelog YAML files and migrate them to empty commits
