housekeeping: Create central stateful architecture which handles repository optimizations

This MR creates central stateful architecture which handles repository optimizations. This can be used as a building block to introduce stateful heuristic like e.g. the last time a repository was repacked or to avoid running two concurrent optimizations on the same repository.
