Remove go.mod excludes directive (pick into 14-10-stable)

In !4513 (comment 933951750), we are removing the module version from the package name. Having an exclude directive prevents us from pulling this version in for gitaly-git2go-v14, which we need to keep around for now.

This change picks the commit that gets rid of this exclude directive.
