Revert "Return correct error when repository has no up to date replicas"

This reverts commit 7c78dcb8.

In staging, there were some repositories in an inconsistent state due to an incomplete deletion. We also need to fix the way this gets handled in Rails. To buy us some more time, revert this for now.
