Add internal RunCommand RPC

Add a RunCommand RPC that will be used with a new gitaly walker subcommand which will execute arbitrary commands on a set of repositories.

#4844 describes the gitaly walker subcommand and this RPC will be what that subcommand calls to execute arbitrary Git commands.
