Move some documentation from GitLab docs to Gitaly example config file

There's documentation at https://docs.gitlab.com/ee/administration/gitaly/reference.html that is more useful in the file where the configuration takes place. In addition, that documentation isn't a complete reference and doesn't mention Praefect at all.

This MR begins the process of the moving documentation across to the source of truth in the Gitaly project.
