proto: Introduce new structured errors message UserDeleteTagError

Freedisch Thibaut Batale requested to merge Freedisch/gitaly:proto_buff into master

This Merge Requests fix issue #5628 and Introduce a structured UserDeleteTagsError that can be returned by the UserDeleteTags RPC. This will replace error conditions where we are unable to delete or update tags after deletion but still return successfully.
