golangci-lint: Update to v1.56.2

The current version of golangci-lint we're using in Gitaly seems to be broken, it is not surfacing issues as it should. Bumping the version seems to fix this issue.

Also, this means we have a bunch of issues which seeped through this gap. Fix them too.
