Enable commit signing for self-managed instances

Overview

This MR enables gpg_signing feature flag by default. It enables commit singing for self-managed instances and now the customers can configure commit signing for themselves.

We cannot remove the feature flag for now because the feature flag is not yet enabled globally on .com.
