offloading: init MR of offloading POC

This is a part of a series of MRs that merge repository offloading POC code into Gitaly codebase.

In this MR, we do some initial works:

  1. Gitaly configuration
  2. OffloadRepository and RehydrateRepository RPC proto definitions
  3. Unimplemented place holder functions to show the data flow in the scenario without transaction. The one with transaction is in this MR !7406
