Fully upgrade to Git 2.27 and remove Git 2.24

This is part of gitaly#2829 (closed) and gitaly#2773 (closed).

!298 (merged) already added support for Git 2.27, but didn't fully upgrade to it and didn't fully removed Git 2.24.
