Apply thread allocations patch to Ruby 2.7

Kamil Trzciński requested to merge install-and-patch-custom-ruby into master

This makes us to compile Ruby 2.7 manually and apply relevant patch.

This is needed to run thread allocations tests on GitLab CI.
