Add kubectl 1.17/Helm 3.5.3-based image

Adds kubectl 1.17/Helm 3.5.3-based image by replacing gitlab-helm3-kubectl1.14.

This image gitlab-helm3.5-kubectl1.17 is different from the existing image gitlab-helm3-kubectl1.14:

  • kubectl: 1.14.10 to 1.17.17
  • helm: 3.1.2 to 3.5.3
  • Google Cloud SDK: eliminated
  • ruby: 2.6.5 to 3.0.0 (designed for &5149 (closed))
  • Alpine Linux: 3.11 to 3.13
  • Python: eliminated
