[operator-build-base] Update yq to 4.7.0

Updates yq to 4.7.0, including a syntax change in the version to have a 'v' prefix.

When merged, we can simplify the yq syntax added in https://gitlab.com/gitlab-org/gl-openshift/gitlab-operator/-/merge_requests/147.
