Add mr-template for ux coverage

What problem does this MR solve?

When taking time off, we are required to communicate with our managers and counterparts, as well as identify a peer that will serve as backup when you we on PTO (paid time off). As per the handbook, the backup will help by:

  • Providing a touch point for Product and Engineering to ask UX questions related to your stage group.
  • Unblocking an issue or merge request when possible.
  • Delegating work to others on the team.
  • Communicating blocking issues or merge requests with the report when they return if it was not possible to resolve or delegate while they were away.

We currently use PTO Ninja to communicate time off broadly with the design team, as well as to assign a backup. One of the main gaps of PTO Ninja is not allowing creating a centralized hub that captures all responsibilities that we need covered while on PTO. Our current process is also not enough to follow up on the tasks/responsibilities necessary to carry the design work during the PTO. Which items can the backup be responsible for? How many team meetings can the backup attend? What are the priority items, and where do you capture feedback?

I personally end up spending a couple of days cleaning up my email inbox, looking at pings and general requests that could/were not covered by the assign backup.

Solution

Inspired by the PM Coverage MR template, this MR proposes adding a file that designers can use when planning time off.

By adding the items that need coverage during PTO, we can have a more transparent conversation about availability and backup responsibilities. Design managers will also be able to visualize the pending items, and potentially help with time allocation. This process will work in addition to PTO Ninja, and should be documented in the handbook in a follow up MR.
