What does this Merge Request do?

This MR updates the author and email for the https://rubygems.org/gems/gitlab-development-kit Ruby gem. For this MR to be in effect, a new gitlab-development-kit gem will need to be released.

I've bumped GDK::GEM_VERSION in gem/lib/gitlab_development_kit.rb to 0.2.7.
