What does this Merge Request do?

@sabrams updated the Package docs to include steps for using the NetRC Proxy (firelizzard/netrc-proxy) project as a reverse proxy. I renamed this project to Super Simple Proxy (super-simple-proxy) and I put the NetRC credential insertion behind a default-off flag. This MR updates the Package docs accordingly.
