Drop PG10 from documentation with Fedora/CentOS maintenance

What does this Merge Request do?

Drops PG10 from documentation.

Also Drops Fedora 22-30 support due to Fedora's EOL, each major version of which lasts only 13 months. Moves main version of CentOS to 6.x to 8.x, which is considered as also the current main version for development environment.
