Add link to Jaeger documentation and fix other links

What does this Merge Request do and why?

Cross links from GDK docs to relevant documentation in the main gitlab docs.

While here, I:

  • Noticed a topic that could be deleted.
  • Moved some content into the duplicative and under used local_network.md.
  • Fixed all the broken links and anchors in the project.
