Add registry.compatibility_schema1_enabled config

What does this Merge Request do and why?

Add support for application/vnd.docker.distribution.manifest.v1+prettyjws (i.e signed manifests v1) and application/vnd.docker.distribution.manifest.v1+json (i.e manifests v1) support in registry.
