Resolve "Geo: Fresh setup instructions don't work as-is due to postgresql directory name problems"

What does this Merge Request do and why?

Update Makefile for Geo secondary setup

* praefect on the secondary uses the postgresql-geo service. Ensure that
  is bootstrapped before seeding praefect
* Add a call to the correct access job for setting up replication to the
  secondary
