Don't regenerate gitlab-pages-secret if it exists

Stan Hu requested to merge sh-avoid-pages-secret-regen into main

Previously gdk reconfigure would regenerate gitlab-pages-secret each time because the random string would differ each time. Everything still works both Rails and Pages read the new secret file, but it's a bit weird that this constantly changes.
