POC Implement asdf install target for each GDK managed project

What does this merge request do and why?

This MR changes the asdf install process to target individual projects in GDK, instead of the entire GDK project. The goal is to remove unnecessary installations and the manual step of updating the .tool-versions file in GDK whenever GDK managed projects are updated. Initially discussed at !3184 (comment 1429769982).
