gitaly: Configure bundle URIs bucket

What does this merge request do and why?

Add a concept of "Components". These are classes can be used when more complex logic is needed inside the configuration.

The first component is ObjectStorage. This holds the logic how to configure object storage.

And add a bucket for Gitaly's bundle URIs.

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

1. Reconfigure GDK: gdk reconfigure
2. This shouldn't break Gitaly backups
3. This should add [bundle_uri] into the gitaly/gitaly.config.toml.
