Draft: Move openbao makefile to Ruby

What does this merge request do and why?

This moves the Makefile for OpenBao to be handled by the Ruby service.

How to set up and validate locally

1. Run GDK_SELF_UPDATE=0 gdk update
2. See that Openbao is still updated/set up
