Add support for mise in support/exec-cd and support/asdf-exec

What does this merge request do and why?

This will help ensure the PATH variable is set inside Makefiles and other non-interactive shells.

This is an alternative fix for !4036 (closed) and !4031 (closed).

How to set up and validate locally

For mise to work with Poetry's always-copy option, you may need to force a compile of Python to work around https://github.com/mise-plugins/mise-poetry/issues/16:

mise settings set python_compile true
mise uninstall python 3.11.10

Then see the instructions in !4036 (closed).
