Add archived versions to Dockerfile

Achilleas Pipinellis - OOO until November 25th (parental leave) requested to merge axil-add-versions-dockerfile into main

Some numbers:

  • The Docker image size (built locally) is 13.6GB.
  • The size of the HTML files (calculated inside the container) is 12.8G.

We need https://gitlab.com/gitlab-com/gl-infra/reliability/-/issues/16811 first.
